What are family resource centres?
They’re our community’s living room, where ordinary magic happens every day.
Nestled in neighbourhoods across our city, family resource centres are welcoming places of safety and support where families can meet basic needs, find belonging, and get started on the path to better lives.
It’s where a refugee family can find community and healing. A single parent can sink into a cozy sofa and work on their resume while their kids make crafts. An unsheltered Winnipegger can eat a warm meal, do laundry, and get help finding housing.
Government of Manitoba Partnership
The Government of Manitoba recognizes the impact of family resource centres in our community.
$7.5M in donations raised by vision philanthropists were matched by the Government of Manitoba from 2016-2022. The Government of Manitoba generously agreed to continue to support the initiative, matching donor gifts up to $4.5M over three years ending March 31, 2025. $6M over three years ending March 31, 2028, with a particular focus on keeping families together.
Most recently, the Government of Manitoba has increased their support to $6M over three years ending March 31, 2028, with a particular focus on keeping families together.
How family resource centres are making a difference
1. Preventative Approaches: FRCs have successfully kept children with their families and out of the Child and Family Services (CFS) system. From April 2021 to March 2025, the initiative has led to the reunification of over 100 families and prevented 480 families from having their children enter care. Over this same period, centres reported over 10,400 interactions with families, and 2,100 interactions directly with CFS to support families. Interactions included phone calls, in-person visits, email, attending court sessions, and a number of other types of support.
2. Economic Support: By providing financial empowerment programs, including free tax filing assistance, FRCs have returned $60.4M in tax refunds and benefits to families since September 2018, resulting in an outstanding return on investment of 1:20. Over 11,000 participants have filed over 13,400 tax returns.
3. Community Hubs: FRCs are not just service providers; they are community hubs that offer culturally safe spaces, access to basic needs, wellness counseling, and crisis intervention, serving as lifelines for many in our community. In 2024-2025, FRCs reported over 400,000 visits from community members accessing programs and services.
4. Capacity Building & Connection: The network has had over 30 meetings to date. These meetings are critical for FRCs to connect and discuss pressing issues in the community as well as potential solutions. Additionally, numerous professional development opportunities have been offered to FRC staff, including an Executive Director Community of Practice, Safe & Together training offered by the CFS General Authority, and Harm Reduction training offered by The Manitoba Harm Reduction Network.
