Funding Framework Review

Our funding framework continues to evolve.

It is time, once again, to review how United Way Winnipeg (UWW) makes community investment decisions.

The community has changed. The sector is strained. Funding practices are evolving and donor expectations are changing.

As we work toward a thriving community where everyone can reach their potential, UWW wants to ensure our funding approach reflects what Winnipeg needs now and into the future.

A funding framework explains what is funded, why it is funded and how funding decisions are made. It defines funding priorities, eligibility criteria, application and reporting requirements, and decision-making processes, supporting a transparent, consistent, and accountable funding approach.

What is the scope of the review?

The review includes all funding streams and initiatives in United Way Winnipeg’s Community Fund, including sustained and time-limited funding, calls for proposals, small grants, annual new and unallocated funding, 211 Manitoba, For Every Family, Huddle, Youth United and the Learning Centre.

Why now?

Community needs have grown and become more complex. The organizations helping people are under increasing pressure, funding practices are evolving, and donors and community partners expect greater clarity about how investment decisions are made. Reviewing the framework is an act of responsible stewardship. It is how United Way Winnipeg ensures the way we invest community resources reflects current realities and remains focused on what Winnipeg needs most.

What is Known?

Our commitment to a community fund model is not under review.

Our role as stewards of reliable social infrastructure, supporting a network of community agencies, is not being examined. The review is about how this can be done better.

This is not a budget exercise.

The review will not determine who receives funding or how much organizations receive. These decisions will continue through United Way Winnipeg's annual Community Investment process, guided by the revised framework.

Multi-year funding remains the default.

Reliable, multi-year funding relationships are a cornerstone of how United Way Winnipeg invests in community. This review is about strengthening how that commitment works, not moving away from it.

The Funding Framework Review is underway. We have confirmed scope, developed consultation tools, and are ready for engagement. As we progress, this website will be the public source for participation opportunities, updates, a What We Heard report, and the final framework.
